NOTICE OF ANNUAL ELECTION
VALLEY COTTAGE FIRE DISTRICT
IN THE TOWN OF CLARKSTOWN, ROCKLAND COUNTY
STATE OF NEW YORK

PLEASE TAKE NOTICE that the 2011 Annual Election of the Valley Cottage Fire District shall be held on Tuesday, December 13, 2011 between the hours of 6:00 p.m. and 9:00 p.m. at the firehouse located at 20 Lake Road, Valley Cottage, New York, for the purpose of electing a Fire Commissioner for a five year term expiring on December 31, 2016.

PLEASE TAKE FURTHER NOTICE that the Fire District Board of Election shall meet on November 28, 2011, at the firehouse, located at 20 Lake Road, Valley Cottage, New York commencing at 6:00 p.m. to prepare the register of eligible voters for said Annual Election.

PLEASE TAKE FURTHER NOTICE that candidates for the Office of Fire District Commissioner for the five year term ending December 31, 2016, shall file his or her Nominating Petition subscribed on the nominating petition by not less than twenty five (25) qualified voters of the Fire District with the District Secretary on or before November 23, 2011, which is twenty (20) days prior to the date of the Annual Election.

All residents of the Valley Cottage Fire District who were duly registered to vote in the Valley Cottage Fire District on or before November 21, 2011, as certified by the Rockland County Board of Elections shall be entitled to vote at this election.

VALLEY COTTAGE FIRE DISTRIC
Notice of Referendum

By Resolution duly adopted by the affirmative vote of not less than sixty percent (60%) of the Board of Fire Commissioners of the Valley Cottage Fire District in the Town of Clarkstown, Rockland County, New York, on September 27, 2011, the Board has determined to amend the previously established Service Award Program by reducing the Entitlement Age for benefits from age 65 to age 55, which resolution is subject to mandatory referendum pursuant to General Municipal Law Section 216.

The Resolution provides that the below described Proposition shall be submitted to the qualified voters of the Valley Cottage Fire District at its annual election for Commissioners, scheduled to occur on December 13, 2011, between the hours of 6:00 p.m. and 9:00 p.m. at the Valley Cottage Fire House, 20 Lake Road, Valley Cottage, New York 10989.

SHALL THE RESOLUTION OF THE BOARD OF FIRE COMMISSIONERS OF THE VALLEY COTTAGE FIRE DISTRICT, ADOPTED SEPTEMBER 27, 2011, STATING THAT THE DEFINED BENEFIT SERVICE AWARD PROGRAM ESTABLISHED AND ADMINISTERED BY THE VALLEY COTTAGE FIRE DISTRCT FOR ACTIVE VOLUNTEER FIREFIGHTER MEMBERS OF THE VALLEY COTTAGE FIRE DEPARTMENT BE AMENDED EFFECTIVE JANUARY 1, 2012 TO LOWER THE ENTITLEMENT AGE UNDER THE PROGRAM FROM AGE 65 TO 55; STATING THAT THE CURRENT ANNUAL COST OF THE VALLEY COTTAGE FIRE DISTRICT SERVICE AWARD PROGRAM IS ABOUT $25,500 INCLUDING THE COST OF ADMINISTRATION; STATING THAT THE ANNUAL COST OF THE AMENDED PROGRAM SHALL BE ABOUT $140,000 ($1,600 PER CURRENT COVERED PARTICIPANT) INCLUDING THE COST OF ADMINISTRATION OF ABOUT $5,500; BE APPROVED?
